OpenAI and UK Government Announce Strategic Partnership to Drive AI-Powered Growth

London, UK – 22 July, 2025 – OpenAI and the UK Government have announced a strategic partnership to accelerate the adoption of artificial intelligence (AI) and deliver on the UK’s AI Opportunities Action Plan, supporting the country’s ambition to harness AI for economic growth and shared prosperity.

OpenAI CEO Sam Altman and the UK Secretary of State for Science, Innovation and Technology, Peter Kyle MP, signed a Memorandum of Understanding (MOU) to unlock the economic and societal benefits of AI. The collaboration will explore how AI can be adopted across public services and the private sector, strengthen infrastructure, and facilitate technical information exchange to drive AI-fueled growth in the UK.

The UK is already one of OpenAI’s largest markets, ranking in the top three globally for paid subscribers and API developers. Every day, British institutions, start-ups, and enterprises—from NatWest and Virgin Atlantic to home-grown unicorn Synthesia and world-leading Oxford University—are unlocking economic opportunities using OpenAI technology.

Government and Industry Leaders Speak on the Partnership

UK Technology Secretary Peter Kyle said:

AI will be fundamental in driving the change we need across the country—whether that’s fixing the NHS, breaking down barriers to opportunity, or boosting economic growth. Britain must be front and centre in developing and deploying AI so we can ensure it works for us.

This can’t be achieved without companies like OpenAI, who are driving this revolution internationally. This partnership will bring more of their work to the UK—creating high-paid tech jobs, driving investment in infrastructure, and giving our country agency over how this world-changing technology evolves.”*

OpenAI CEO Sam Altman added:

Key Areas of Collaboration

The partnership includes non-binding commitments to explore:

  • AI Deployment Across Government and Business – Improving efficiency in public services, supporting small businesses, and enabling citizens to navigate government services more effectively.
  • Infrastructure and Sovereign Capability – Identifying ways to meet the UK’s AI infrastructure priorities and strengthen national capabilities.
  • AI Security and Research Collaboration – Expanding OpenAI’s partnership with the UK AI Security Institute to include a new technical information-sharing programme, deeper government knowledge on model capabilities, and joint security research projects.

OpenAI’s Growing UK Presence

OpenAI opened its first international office in London in 2023, which has grown to more than 100 staff across research, engineering, and go-to-market roles. The company plans to further expand its UK footprint, with more details to be shared later this summer.

OpenAI technology is already integrated into UK Government tools, including:

  • A GOV.UK AI Chatbot – Helping thousands of small businesses access advice on business rules and support.
  • ‘Humphrey,’ Whitehall’s AI Assistant – Streamlining administrative tasks for civil servants.
  • ‘Consult,’ the Policy Consultation Tool – Sorting public responses to government consultations in minutes instead of weeks, freeing officials to focus on decision-making.
