As Sam Altman pushes to build ever more powerful artificial intelligence systems, he is also advancing a parallel argument: that the economic order surrounding them must be rebuilt just as quickly.

In a newly published policy document, Industrial Policy for the Intelligence Age: Ideas to Keep People First, Altman outlines a vision for how governments might tax, regulate and redistribute the wealth generated by advanced AI. The proposal, according to Axios, is framed in sweeping historical terms, with Altman suggesting it could rival transformations such as the Progressive Era or the New Deal.

At its core is a warning. AI systems, particularly those approaching what Altman describes as superintelligence, could reshape labor markets, concentrate wealth and introduce new forms of risk faster than existing institutions can respond. Without intervention, he argues, the consequences could include widespread job displacement, destabilizing cyberattacks and biological threats, as well as a consolidation of power among a small number of companies.

He pointed to cyber and biological risks as among the most immediate concerns. “in the next year, we will see significant threats we have to mitigate from cyber,” he told Axios.

Altman pairs that caution with a familiar optimism about the technology’s promise. He has spoken of a future in which “a bunch of diseases get cured,” even as he acknowledges that the same tools could be used to engineer harmful pathogens, something he said is “no longer a theoretical thing.”

The blueprint calls for ideas that have circulated for years at the edges of policy debates but have rarely been pursued at scale: taxes on automated labor, public wealth funds that capture gains from AI-driven productivity, and expanded safety nets to cushion workers displaced by machines. Altman said the aim is to “put things into conversation” and to push policymakers to engage more seriously with what lies ahead.

Yet the proposal raises a deeper question that runs through the history of technological change. Can the architects of a disruptive technology also be trusted to design the system that governs its consequences?

Altman’s argument rests on the premise that AI’s impact will be both rapid and unprecedented, requiring preemptive intervention. But critics of similar proposals have long noted that predictions about technological upheaval often outpace reality. Automation has repeatedly been expected to eliminate jobs wholesale, only to reshape them instead, sometimes unevenly and over longer periods than anticipated.

There is also a tension between the scale of the proposed solutions and the political systems expected to implement them. Ideas such as robot taxes or sovereign-style public wealth funds would require global coordination or at least national consensus at a moment when regulation of technology companies remains fragmented and contested. Even within advanced economies, agreement on how to tax digital platforms has proven elusive.

Moreover, the proposal places significant weight on redistribution after the fact, rather than addressing how power is concentrated in the first place. A small number of companies, including OpenAI, are leading the development of advanced AI systems, benefiting from vast computational resources and proprietary data. Policies that redistribute gains may soften inequality, but they do not necessarily change who controls the underlying technology.

There is also the question of incentives. Companies building powerful AI systems stand to gain enormously from their deployment. Calls for taxation and redistribution, even when framed as necessary safeguards, can be seen as attempts to legitimize that concentration of power rather than to challenge it.

At the same time, Altman’s intervention reflects a broader shift in how leaders in the technology industry are approaching governance. Where earlier generations resisted regulation, some executives are now actively proposing it, seeking to shape the terms of debate before governments impose their own rules.

That dynamic complicates the reception of ideas like those in Altman’s blueprint. They are both a warning and a form of agenda setting, an attempt to define not only the risks of AI but also the acceptable range of responses.

For policymakers, the challenge is not simply whether to adopt proposals such as robot taxes or public wealth funds, but how to evaluate them independently of the interests of those advancing them. The history of industrial policy suggests that outcomes depend less on the elegance of the blueprint than on the institutions that carry it out.

Altman’s document succeeds in one respect. It forces a conversation that many governments have been slow to begin. If AI does deliver the kind of productivity gains its advocates predict, the question of who benefits and who is left behind will become unavoidable.

Whether the answers will resemble the ones now being proposed is far less certain.
